Screening display info for separate entities

I work for a government agency and we support 3 main agencies. Due to proprietary information (yes even within agencies) we cannot share one site with all 3 agencies. Is there a way to separate the 3 agencies' information into 3 separate sites without doing 3 installations. Even with the 3 installations, they are all managed by the same HMCs. Any suggestions would be appreciated.

create 3 users in lpar2rrd UI and assign for them different ACLs (server based rules)
