Was this issue ever resolved? We have the same exact issue after upgrading our vCenters to 8.03 from 7.

Fixed it already. I failed to mention that at some point we had a full disk issue. Apparently this malformed the json file /home/lpar2rrd/lpar2rrd/etc/web_config/reporter.json I have renamed the file and the reporter is now available again
