I have found an error: [Microsoft][ODBC Driver 18 for SQL Server]Connecting to a mirrored SQL Server instance using the MultiSubnetFailover connection option is not supported. I guess this means I am out of luck 

For anyone reading this in the future problem was that ODBC Driver 18 for SQL Server had some braking changes: https://techcommunity.microsoft.com/t5/sql-server-blog/odbc-driver-18-0-for-sql-server-released/ba-p/3169228 I was provided private patch for this.
